The ENR Project has been identified as a critical component of the SFWMD comprehensive Everglades protection effort. The 1994 Everglades Forever Act directs the SFWMD to develop and implement strategies, programs, and projects for the restoration and protection of the Everglades. The current design of the Everglades Construction Project (Everglades, Protection Project, Conceptual Design, Burns & McDonnell Inc., February 15, 1994) identifies approximately 40,000 acres of constructed wetlands, referred to as STAs, to remove phosphorous and otherwise improve water quality entering the Everglades. In addition to removing phosphorous from stormwater prior to entering the Arthur R. Marshall Loxahatchee National Wilflife Refuge, the ENR Project, which is about (10) percent of the total size of the STAs, is providing engineering and scientific evidence of the start-up, operation and management of a large-scaled constructed wetland. In essence, the ENR Project is a pilot STA for demonstrating and refining the operation and management of a constructed wetland treatment system.

The primary source of water pumped into the ENR Project is the S-5A drainage basin which serves the northeastern portion of the Everglades Agricultural Area. EAA Stormwater runoff is pumped into the ENR Project's 135 acre Buffer Cell from the 2.1 mile supply canal which intercepts the West Palm Beach Canal upstream of the S-5A Pump Station. The Buffer Cell provides hydraulic dampening of storm surges and allows for the independent water control into two (2) independently operated treatment trains consisting of two (2) parallel flowway cells followed by two (2) parallel polishing cells. The Eastern Flowway consists of Flowway Cell 1 and Polishing Cell 3 while the Western Flowway, which is about one-third the size of the Eastern Flowway, consists of Flowway Cell 2 and Polishing Cell 4. Discharge from Polishing Cell 4 flows through culverts into a 1.5 mile collection canal along the western boundary of cell 3 prior to collection and discharge at the outflow pump station.

The ENR Project operates under an operating permit from the Florida Department of Environmental Protection (FDEP). The FDEP operating permit number 502232569 was issued on February 18, 1994 and modified on November 22, 1995. Appendix 1 contains a copy of the permit and modification. A supplemental order for interim discharges serves as the Federal approval to operate, until challenges relating to the United States Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES) Permit are resolved. Conditions of these permits include requirements for, among other things, vegetation monitoring, water quality monitoring, hydrologic monitoring and mercury research.

Specific Condition No. 11 of the FDEP permit requires that an annual monitoring report for the project be submitted on March 31st of each year. This annual monitoring report is submitted in compliance with permit requirements.
